About this grant

A three-year funding opportunity designed to strengthen Portland-based nonprofits advancing community-led climate action by building organizational infrastructure rather than funding specific projects. Selected organizations receive operating funding alongside tailored capacity building support in financial management, leadership, strategic planning, and technology systems. The program targets organizations already doing climate work in areas such as renewable energy, climate jobs training, regenerative agriculture, and transportation decarbonization.

What you get

Up to $150,000 per year for three years in operating funding

Description of climate action programs and projects
Organizational capacity self-assessment across multiple operational areas
Board president/chair and treasurer contact information
Employee Identification Number (EIN)
Fiscal sponsor agreement/MOU (if applicable)
Confirmation of insurance coverage

Eligibility

Organization must operate primarily within the City of Portland
Organization (or fiscal sponsor) must be IRS tax exempt
Organization (or fiscal sponsor) must be an active registered nonprofit with the State of Oregon
Organization (or fiscal sponsor) must not be on the Disqualified Charities list with the Oregon Department of Justice
Organization (or fiscal sponsor) must not have any tax liens
Organization must primarily deliver projects and programs related to PCEF climate action funding categories
Organization must commit up to 10-15 hours per month for three years of participation
Organization must have reliable access to email, video conferencing, and shared file systems
