• Must be a nonprofit public agency, religious organization, or tribal government
• Must have Section 501(c)(3) status and be classified as a public charity
• Organization cannot discriminate by race, color, creed, gender, sexual orientation, or national origin
• Application cannot be for an annual fund drive, building campaign, major equipment, or biomedical research
• Proposal must benefit those living in California
• Organization must be located within the United States

Arcata Economic Development Corporation loan funds support community programs in underserved Northern California rural and tribal areas by financing organizations, tribal borrowers, and small businesses for facilities, capital, equipment, and real estate, to combat poverty and neighborhood decline.
