About this grant

Provides financial assistance to multi-pronged, large-scale retrofit projects that enable holistic energy improvements at buildings, campuses, and multi-building facilities in New Jersey. Eligible projects must significantly reduce carbon emissions, serve as replicable models, and accelerate New Jersey's clean energy transition. Funding reimburses applicants for eligible hard and soft construction costs including design, equipment, construction, and commissioning.

What you get

Grant awards ranging from $2,500,000 to $12,500,000 (up to $12,500,000 for Thermal Energy Network projects, up to $10,000,000 for all other projects)
Maximum disbursement of 50% of total eligible project costs for for-profit commercial projects
Maximum disbursement of 60% of total eligible project costs for Institutional and non-profit projects
Additional 5% disbursement bonus for projects located in Overburdened Communities or adjacent census blocks
Reimbursement for eligible hard and soft construction costs including design, equipment, construction, and commissioning
18-month lookback period for design, engineering, planning, and/or audit activities

How to apply

Building address and property information (size, type, occupancy, etc.)
Proof of building ownership or building owner permission to undertake project
Project design drawings and description of proposed project
Cost estimate budget spreadsheet using NJEDA template with contractor and vendor quotes
Soft commitment or proof of funding for balance of project costs plus 10% contingency
Projected greenhouse gas emissions savings calculated by a qualified third-party professional
Recent utility bills and building energy consumption data for prior 12 months
Non-refundable $1,000 application fee

Eligibility

Applicants must be Commercial, Industrial, or Institutional building owners OR equivalent tenants seeking to complete retrofit construction projects in existing eligible building spaces in New Jersey
For non-Thermal Energy Network projects, applicants must be Institutional building owners/tenants serving a non-profit or public purpose, or private manufacturing building owners/tenants
Applicant must be in substantial good standing with the NJ Department of Labor and Workforce Development and NJ Department of Environmental Protection
Applicant must provide a current tax clearance certificate at time of grant agreement execution
Projects must involve Thermal Energy Networks OR include work from at least three eligible scope categories, with at least one being on-site renewable energy generation or on-site energy storage
Projects must have a minimum total eligible overall cost of $5,000,000
Applicants must provide a verified projection from a qualified third-party professional for reducing/avoiding at least 1 metric ton of CO2e per $250 in requested grant award over the project's useful life
Cannabis license or certification holders are ineligible for this program
