• Must be a regional, state, local, tribal agency, or port authority with jurisdiction over transportation or air quality
• School districts, municipalities, metropolitan planning organizations (MPOs), cities, and counties are generally eligible
• Nonprofit organizations that represent or provide pollution reduction or educational services to diesel fleet owners/operators are eligible
• Nonprofit organizations whose principal purpose is the promotion of transportation or air quality are eligible
• Must have an active SAM.gov registration with a current Unique Entity Identifier (UEI)
• Must submit application electronically through Grants.gov using the Workspace feature
• Funds cannot be used for emission reductions mandated by federal law
• Equipment for testing emissions or fueling infrastructure is not eligible
