About this grant

Provides federal Emergency Solutions Grant funding to nonprofit organizations operating programs that address homelessness and housing instability, including homelessness prevention and emergency shelter operations. Recipients serve low- and very low-income persons in Delaware counties. A 100% match of awarded funds is required from non-ESG sources.

Current Board Member list with required homeless participation member identified (Exhibit A)
Board minutes approving application for FY26 ESG funding (Exhibit A)
At least two current letters of support from external collaborating organizations dated within 12 months (Exhibit A)
Local and statistical data supporting demonstrated need, plus two client testimonials (Exhibit B)
Detailed program description including intake procedures, case management, and client file documentation (Exhibit C)
Detailed operational budget with all sources and uses, budget narrative, and documentation of committed matching funds (Exhibit D)

Eligibility

Must be a 501(c)(3) organization
Must serve low- and very low-income persons in Kent or Sussex County, Delaware
Must demonstrate experience with housing or similar programs serving low-income persons
Must be in good standing with Housing Delaware's regulatory requirements
Board must include at least one member meeting ESG homeless participation requirement per 24 CFR 576.40
Must provide 100% match (dollar for dollar) from non-ESG sources for eligible ESG activities
Must not be affiliated with any person convicted of fraud, dishonesty, embezzlement, or other financial crimes
