About this grant

Provides direct grant funding to nonprofit and community-based organizations to plan and implement community education and/or stigma-reduction campaigns related to opioid use disorder (OUD) and stimulant use disorder (STUD). Projects must focus on increasing awareness, delivering education, or reducing stigma around substance use disorders among local Delaware communities. Funding supports statewide or local-level campaigns with limited technical assistance available.

What you get

Up to $50,000 for statewide campaigns
Up to $30,000 for local community or county-level campaigns
Initial disbursement equal to two months of approved budget
Remaining funds disbursed through monthly cost-reimbursement invoicing
Limited technical assistance and implementation support (approximately 20 total hours across all subrecipients)
Access to in-person networking event in April 2027 with full ECASU cohort
Participation in Summit for Engaging Community Partners in September 2027

Description of how campaign will be accessible, appropriate, and tailored to the target community
SMART data metrics aligned with project focus
Documentation of organizational capacity to contract with DSAMH (UEI, eSupplier number, Certificate of Insurance, SAM.gov registration)

Eligibility

Must be a nonprofit, community-based health and human service organization, or local health/human services provider serving individuals with OUD/STUD
Must have the capacity to contract directly with DSAMH
Must provide required documentation including Delaware business or nonprofit documentation, a Unique Entity Identifier (UEI), Delaware eSupplier number, Certificate of Insurance, and active SAM.gov registration
Must be in good standing with the State of Delaware with no outstanding compliance issues
Funding must not duplicate or supplant existing OUD/STUD messaging or awareness activities funded through other federal or state contracts
Applications may be submitted by individual organizations or partnerships; partnerships must identify a lead organization
