About this grant

Funds victim service organizations to develop, expand, and strengthen comprehensive and specialized services for victims of all forms of human trafficking in the United States and its territories. Two categories are available: one for organizations with limited prior experience serving trafficking victims (capacity-building), and one for organizations with a demonstrated history of providing direct or specialized services to trafficking survivors. Programs may serve adults or a combination of adults and minors.

What you get

Category 1: Up to $400,000 grant award (36-month project period starting January 1, 2027)
Category 2: Up to $950,000 grant award (36-month project period starting January 1, 2027)
OVC support and grantee orientation during first 12 months (Category 1)
Funding to provide comprehensive or specialized direct services to human trafficking victims
Funding for staff hiring and training
Funding for subrecipient partnerships to expand service delivery

Eligibility

Eligible applicants include state, county, city/township governments, federally and non-federally recognized Native American Tribal governments, public housing authorities, Indian housing authorities, 501(c)(3) nonprofits (other than institutions of higher education), public and state-controlled institutions of higher education, and other units of local government
Applicants must include a 25% cost share (match) based on total project costs; federal funds may not exceed 75% of total project costs
Nonprofit organizations that hold money in offshore accounts to avoid taxes under 26 U.S.C. § 511(a) are not eligible
Applicants with current OVC anti-trafficking awards overlapping the proposed project period must clearly describe how the proposed project differs from or expands upon existing OVC-funded projects
Requested award amount must not exceed the category ceiling ($400,000 for Category 1; $950,000 for Category 2)
Application must be responsive to the scope of the NOFO
Applicants must have or implement privacy and confidentiality policies compliant with the VAWA Confidentiality Provision
Staff, partner staff, or service providers working with trafficking victims must be licensed and trained to work with such victims
