About this grant

Competitive grants supporting the planning, establishment, implementation, or expansion of bilingual language instruction programs in Rhode Island public schools. Funding also supports the development of bilingual dual language and world language educator workforce. Eligible applicants include high-incidence public school districts, community-based organizations partnering with districts, and institutions of higher education partnering with districts.

Eligibility

Must be a high-incidence traditional public school district (250+ MLLs or MLLs comprising at least 20% of total LEA enrollment), a community-based organization in collaboration with one or more traditional public school districts, or an institution of higher education in partnership with traditional public school districts
Each participating traditional public school district must operate, expand, or plan to establish a high-quality bilingual language instruction program model consistent with state law and regulations
Each participating district must meet the statutory definition of a high-incidence LEA based on March 2026 data snapshot
Partner language(s) must be based on the predominant home languages of the district's MLL population
Must develop and commit to an immediate or gradual K-12 staffing plan supporting the proposed program
Applications including educator certification or workforce-development activities must connect those activities directly to the establishment, expansion, or sustainability of the bilingual education program
