About this grant

Funds digital equity and inclusion projects that provide New Yorkers with the skills and resources needed to make use of affordable, reliable broadband service for full participation in society and the economy. Supports programs addressing digital literacies, digital privacy and security, device access, and targeted accessibility projects. Awards are intended to sustain or expand programs with demonstrated success across five outcome areas: education, economic well-being, health and access to care, civic engagement, and access to essential government services.

How to apply

Completed application via New York State CFA Portal
Project budget narrative identifying financing sources and equity contribution
Three years of audited financial statements or comparable documentation
IRS Form 990 (latest Return of Organization Exempt From Income Tax)
Letters of support from local, county, or Tribal governments and/or public, private, and nonprofit entities
Documentation of past success addressing digital equity gaps
Methodology and plan to measure and report outputs and outcomes
If applying as a Partnership: names of all Partners, fund apportionment, partner selection rationale, and roles/responsibilities

Eligibility

Minimum of three years experience serving people in the State of New York through comparable or related work
Must be a local political subdivision, agency, or instrumentality of the State of New York; a not-for-profit entity; a Community Anchor Institution; a Local Education Agency; a federally or State recognized Tribal Government in New York; or a partnership between any of these
Must demonstrate financial capacity to manage a reimbursable grant award
Must provide three years of audited financial statements (or comparable documentation acceptable to ConnectALL)
Must provide the organization's latest IRS Form 990
Must contribute a matching equity contribution of at least 10% of total project cost in cash (waiver available upon request)
Must have capacity to administer government grants of comparable financial scale and complexity
Applications must be submitted through the New York State Consolidated Funding Application (CFA) Portal
