About this grant

Provides competitive grant funding to improve the all-hazards resilience of the electric grid in West Virginia and prevent disruptive events. Eligible projects include weatherization, infrastructure hardening, undergrounding of electrical equipment, vegetation management, microgrids, and workforce development related to grid resilience. Funding is intended for electric grid operators, utilities, transmission owners, distribution providers, and related energy entities.

Reimbursement-based payments upon submission of Statement of Expenditures with invoices
Assigned WVOE project contact as primary point of contact
Small Utility Set Aside: at least 10% of program funding reserved for entities selling ≤4,000,000 MWh/year

Project Information including location, equipment specifications, maps, and plans
Project Impact description aligned with evaluation criteria
Letters documenting financial commitment for cost match
Detailed project budget proposal with supporting documentation
Letter of Good Standing from the West Virginia Tax Division
Applicant information including VSS Vendor ID, Federal Tax ID, UEI/SAM, EIN, and W-9 form
Compliance attestation for Build America Buy America, Davis Bacon Act, Foreign National Participation, and NEPA
Signed consent to state and federal oversight

Eligibility

Must be an electric grid operator, electricity storage operator, electricity generator, transmission owner or operator, distribution provider, fuel supplier, or other DOE-approved relevant entity
Activities funded must be conducted in West Virginia
Organization must have been in service for at least five years prior to application and have a plan to operate for another five years
Must provide minimum 100% cost match (or one-third match for small utilities selling ≤4,000,000 MWh/year)
Must demonstrate evidence of Good Standing with the West Virginia Tax Division
Must have a UEI/SAM registration
Must comply with Build America Buy America, Davis Bacon Act, Foreign National Participation, and NEPA requirements
Project must be ready to commence and be completable within the grant period of performance (by April 30, 2032)
