About this grant

Provides federal Emergency Solutions Grants funding to nonprofit organizations and local governments in Arkansas that deliver services to individuals and families experiencing homelessness or at risk of homelessness. Funded activities include street outreach, emergency shelter, rapid re-housing, homelessness prevention, HMIS participation, and program administration. Recipients must operate within an Arkansas Continuum of Care.

Bylaws and/or constitution
Articles of Incorporation (or public agency attestation)
HMIS Contract showing software and term dates
Organizational Chart showing board, staff, and ESG-involved staff
Board of Directors list and 3 most recent meeting minutes
Board of Directors Resolution committing and guaranteeing required match funding
Two most recent independent audits or Statement of Financial Position, Statement of Cash Flows, and most recently filed IRS Form 990

Eligibility

Applicant must be a non-profit organization or a unit of local government
Must be actively registered in SAM.gov and hold a valid Unique Entity Identifier (UEI)
Must have obtained (or requested) an ADFA Provider Number prior to the deadline
Must demonstrate prior experience serving individuals and families experiencing or at risk of homelessness
Must participate (or will participate) in HMIS or a comparable database for victim service providers
Must have an active governing board with at least three members meeting no less than quarterly
Must employ an Executive Director (or equivalent) and at least one paid staff member
Must have organizational capacity and cash flow to administer the program on a reimbursement basis
